Yu-Gi-Oh/Infernal Dragon, Whit-Horned Dragon ruling and some basics

Question
Hello!

I've got 3 questions this time.

1) My question would be on the rulings regarding infernal Dragon's effect. If it attacks, it is destroyed, and sent to the graveyard during the End Phase, right? But it can be brought back, by tributing a monster on my side of the field, right? My question would be, when can I do this? I mean, only during the turn, it was destroyed? Or only during my next turn? Or can I do it whenever I want to as long as it's in my graveyard? Can I do it during my opponent's turn? And what if I offer it as a tribute? Thatway it is not destroyed, but it is sent to my graveyard, can I use its effect then?

2) I'm curious about some basic rules. If I activate a Polymerization card, or a Ritual Spell card, and it is negated, by a Magic Jammer are the Tributes/ Fusion Materials sent to the Grave or not?

3)And last but not lest, about White-Horned Dragon's effect. When it is summoned to the field, the summoning player my remove up to 5 spell cards from his/her opponent's grave, and thus increase W-H D.'s attack by 300/ Spell Card removed. Is this attack-increse permanent? (I hope so :p) And if it is removed from the field, and then brought back, the removing shall occure once again, and the Dragon's attack is still 2200, before the removing, right?

Thank you ery much!

Answer
1. You can tribute one monster to special summon it during any of your Main Phases. You cannot do it during your opponent's turn.

2. No, it's part of Polymerization's effect and not a cost. Same for Ritual Spells.

3. Once you removed five Spell Cards, the ATK increase is permanent as long as its face up on the field. Once it's destroyed or flipped face down, and you later bring it back, the ATK will be reset.

I can answer any questions about RULINGS only with the Yu-Gi-Oh English TCG. I get my information from the official source, so if you tell me something that contradicts the official rules, I will give you the exact ruling(or similar situation) with explanation. My advice to you is get the rulings on every single card in YOUR DECK before starting to duel!

A good site to look for rulings would be(updated as new boosters are released):

Rulings

Forbidden/Limited List (UPDATED: September 1, 2010)

I will ONLY fix Final Countdown/Self-Destruct Button decks, as I pay attention to the rules more so that everyone plays it right. If you ask me for competitive deck fixes, I will immediately sent it to the Question Pool(No, this is not rejecting your question).

UPDATE: Crappy connection put my account on hiatus and prevented me from answering past questions.. -.- I can't tell if this will happen again, but hopefully it won't. Be clear and use punctuation. Nothing related to deck fixes/checks/ratings (except for the ones listed above) or card prices/trades/whereabouts.

NOTE: This should not happen, but I'll post it here anyway: Due to limited connectivity to the internet/personal problems, I am terribly sorry if it takes me more than 24 hours to answer your question. If you send "non-ruling"-related questions, do not expect a reply.

Experience

I know the rulings.. and I only get them from the official source. Even then, some people will do anything to win(even if it goes against the rules), such as arguing who's right and wrong.
