AboutPatrick Expertise I can answer any questions about RULINGS only with the Yu-Gi-Oh English TCG. I get my information from the official source, so if you tell me something that contradicts the official rules, I will give you the exact ruling(or similar situation) with explanation. My advice to you is get the rulings on every single card in YOUR DECK before starting to duel!
A good site to look for rulings would be(updated as new boosters are released):
I CANNOT do deck fixes, as I pay attention to the rules more so that everyone plays it right. If you ask me for deck fixes, I will immediately sent it to the Question Pool(No, this is not rejecting your question).
NEWS: Konami reclaimed all operational and business aspects of Yu-Gi-Oh. Upperdeck Entertainment no longer has control in the United States.
UPDATE: Down to 3 questions per day. Hopefully, there will be no problems with my connection. Be clear and use punctuation. Nothing related to deck fixes/checks/ratings or card prices/trades/whereabouts.
NOTE: This should not happen, but I'll post it here anyway: Due to limited connectivity to the internet/personal problems, I am terribly sorry if it takes me more than 24 hours to answer your question. If you send "non-ruling"-related questions, do not expect a reply.
Experience I know the rulings.. and I only get them from the official source. Even then, some people will do anything to win(even if it goes against the rules), such as arguing who's right and wrong.

Question QUESTION: Hi, I have this problem I thought I had sorted out. Why can you only use level modulation after a lv monster has been special summoned properly and lv down/up on a monster that has not been special summoned properly?
This mainly concerns the Armed Dragon chain. It says on netrep that you can use lv up on lv5 to make it lv7. However, on lv7 it says that this card cannot be special summoned except by the effect of Armed Dragon lv5. Why is this? Level up states that you can ignore any and all summoning conditions. Level modulation says ignoring the summoning conditions. Netrep also says that the conditions are the conditions on the card, not the rules. So according to this, you cannot use lv up on Armed lv5 but netrep says you can and can't at the same time.
Also, why can you use lv down on Armed dragon lv10 when it says that this card Cannot be special summoned except by the effect of Armed dragon lv5? Level Down does not mention anything about ignoring summoning conditions, so I think this is weird.
In addition, Level Modulation also lets your opponent draw 2 cards. Is that a cost?
ANSWER: The official ruling to this matter is:
RULING: "You can Special Summon "Armed Dragon LV7" by using "Level Up!" on "Armed Dragon LV5", because "Level Up!" lets you bypass the normal Summoning requirements."
However, if you do this method of summoning Armed Dragon LV7, then you cannot use Level Modulation on it later because it was not properly summoned through the effect of Armed Dragon LV5.
As for your second question, yes, your opponent draws two cards as part of the card's effect.

QUESTION: You did not answer my lv down question(thank you though).
But why can you use level up on Armed Dragon lv7 and not Level modulation? They both let you bypass normal summoning requirements....actually, none of them do according to netrep.
Netrep states that the summoning conditions of a card is the CANNOT BE SPECIAL SUMMONED EXCEPT FOR etc etc etc. IT does not say Ignore the rules. The Any and All extra but on Level Up only applies to the card text. So why can't you use level modulation to bring out lv7 from the grave while you can using Level Up?
I am asking for more than the Yes/No, but also Why. Sorry if it is taking up your time.
PS: I know the answer, but can you divine wrath exodia the forbidden one? Thanks for your time.
Answer I'm sure Level Down applies the same as Level Up.
If Level Modulation and Level Up had the same effect, there'd be no point in making two of the same cards. There has to be a catch, and I pointed out that you need to properly summon Armed Dragon LV7 first before using such card.
You cannot Divine Wrath Exodia, as its a Continuous Effect, something that Divine Wrath is useless against.
