I know the rulings.. and I only get them from the official source. Even then, some people will do anything to win(even if it goes against the rules), such as arguing who's right and wrong.

Hi, I have this problem I thought I had sorted out. Why can you only use level modulation after a lv monster has been special summoned properly and lv down/up on a monster that has not been special summoned properly?

This mainly concerns the Armed Dragon chain. It says on netrep that you can use lv up on lv5 to make it lv7. However, on lv7 it says that this card cannot be special summoned except by the effect of Armed Dragon lv5. Why is this? Level up states that you can ignore any and all summoning conditions. Level modulation says ignoring the summoning conditions. Netrep also says that the conditions are the conditions on the card, not the rules. So according to this, you cannot use lv up on Armed lv5 but netrep says you can and can't at the same time.

Also, why can you use lv down on Armed dragon lv10 when it says that this card Cannot be special summoned except by the effect of Armed dragon lv5? Level Down does not mention anything about ignoring summoning conditions, so I think this is weird.

In addition, Level Modulation also lets your opponent draw 2 cards. Is that a cost?

Answer
The official ruling to this matter is:

RULING: "You can Special Summon "Armed Dragon LV7" by using "Level Up!" on "Armed Dragon LV5", because "Level Up!" lets you bypass the normal Summoning requirements."

However, if you do this method of summoning Armed Dragon LV7, then you cannot use Level Modulation on it later because it was not properly summoned through the effect of Armed Dragon LV5.

As for your second question, yes, your opponent draws two cards as part of the card's effect.
