Question
This deck is a monarch deck with an apprentice engine which I believe will be played more often with a new card in the upcoming Tactical Evolution set. The card is
Crystal Fortune Teller
TAEV-JP031
Water/Spellcaster - Effect/1/100/100
Flip: Look at the top 2 cards of your deck. Add one to your hand  and the other to the bottom of your deck.

Monsters: 23
3 Cyber Dragon
3 Raiza the Storm Monarch
3 Thestalos The Firestorm Monarch
2 Mobius the Frost Monarch
3 Volcanic Shell
2 Apprentice Magician
2 Crystal Fortune Teller
2 Old Vindictive Magician
1 Sangan
1 Snipe Hunter
1 Treeborn Frog

Spells: 10
2 Smashing Ground
2 Creature Swap
1 Brain Control
1 Soul Exchange
1 Snatch Steal
1 Heavy Storm
1 Mystical Space Typhoon
1 Scapegoat

Traps: 7
3 Sakuretsu Armor
1 Torrential Tribute
1 Ring of Destruction
1 Mirror Force
1 Bottomless Trap Hole

I've tested it with proxies and it works well. I was teching the volcanic shells and they work well with thinning the deck to get to the monarchs and they work with snipe hunter and creature swap.

Answer
Are you sure about the Shells, seriously?  Otherwise everything looks good, and Crystal Fortune Teller = a good reason to run the Apprentice Engine.  it's better than Deko.

Consider Pulling the Rug over Bottomless.

Consider Confiscation.

Add Premature Burial.
Side Nobleman of crossout.

That's all I can think of for now.

ON VACATION indefinitely. I have not had the chance to be competitive as of lately as there are no Regionals in the area and my work schedule has kept me from traveling out of state. If I expect to be more than a couple of months I will try to see if I can appoint a new guru for the category. My apologies to those seeking to ask me questions, but I am nowhere near as much help as I would like to be right now.
