I get my information from the official source, so if you tell me something that contradicts the official rules, I will give you the exact ruling(or similar situation) with explanation. Experience I know the rulings.. and I only get them from the official source. Even then, some people will do anything to win(even if it goes against the rules), such as arguing who's right and wrong.

Question ok so me and my friends wer eplaying today and he activated scapegoat and i tried to dust it and he said no u cant and i said u can because evn tho its a monster its half monster/halk spell so you havr to treat it both ways am i right or is he
Answer Well, here is the problem:
Sorry to tell you this, but you basically wasted Dust Tornado. He already activated Scapegoat, and it still resolves since Dust Tornado does not negate the activation/effect of any card(It simply destroys it).
Although your move is legal, it's not recommended for the smart duelist.
