is there a way to get a copy of tournament rules for private play

Technically there are no "tournament rules." The official rules for Yu-Gi-Oh! TCG which are found in the rulebooks released with structure/starter decks contain all of the rules for tournament play. Advanced Card Rulings and more advanced rules can be found either at www.upperdeckentertainment.com/yugioh

I can answer most questions regarding Enlglish cards or their translated Japanese counterparts. I am current in pricing, strategy, and deck building/modification. I specialize in out-of-the-normal tournament quality decks (i.e. Ratty Gadget, Field Control/Burn, Filp-Flop, and/or anything that can hold its own in the tournament world without being a cookie cutter of the main-stream decks) though I have a solid grasp on the current metagame and the SJC premiere decks.
